OUR PURPOSE

The Mississippi Federation of Republican Women is a member of the National Federation of Republican Women. Founded in 1938, the Federation is a grassroots organization with over 57,000 members and over 1,200 local clubs across the nation, making it one of the largest and most influential women’s political organizations in the country. 

As members of a financially and operationally independent organization, we strengthen the Republican Party by recruiting, training and electing candidates; advocating the Party’s philosophy and initiatives; and empowering women of all ages, ethnicities, and backgrounds in the political process.

Penny Payne is a highly dedicated and accomplished individual who has made significant contributions to various Republican and community organizations in Mississippi. Her involvement spans across political, religious, and charitable sectors, showcasing her commitment to serving her community in multiple capacities.

In addition to serving as the current President of MFRW, Penny also serves as the National Federation of Republican Women’s Faith Coalition Region 5 Coordinator. In her political engagement, Penny has also held prominent roles within the Mississippi Federation of Republican Women (MFRW). Her journey within the MFRW has seen her progression from serving as the MFRW Secretary, MFRW Third Vice President, to her current position as the MFRW President. In addition to her responsibilities within the MFRW, Penny has also actively participated in committees such as the NFRW Fundraising Committee, MFRW Legislative Day Committee, and MFRW Convention Committee. Her involvement also extends to the Harrison County Republican Executive Committee, where she serves on several sub-committees.

Penny’s commitment to Republican ideals is further demonstrated through her leadership, as the immediate Past President of the Harrison County Republican Women (HCRW), serving in that capacity from 2017 to 2023. She has a long-standing history with HCRW, having been a member since 1986. Her dedication is evident in her prior role as the Secretary of HCRW from 2013 to 2016. Throughout her time with HCRW, she has chaired and served on various committees, contributing significantly to the organization’s activities and growth.

Outside of her political involvement, Penny is an active member of her community and her church. With a Master of Arts in Theology, she and her husband, Greg, serve as the Rite of Christian Initiation of Adults (RCIA) Co-Coordinators in her local Catholic Church. Her commitment to her faith is evident through her roles as an Extraordinary Minister of the Eucharist, a member of the Pastoral Council, the Liturgical and Spiritual Life Committee, the Vocations Committee, and as a Minister of the Sick.

Penny’s dedication to charitable work extends beyond her church involvement. She volunteers for various non-profit organizations, including the Gulfport Historical Society and the Fellowship Chapter of the Order of the Eastern Star. Her involvement with these organizations highlights her commitment to preserving local history and promoting charitable causes.

Professionally, Penny is a nationally certified paralegal, employed by one of Mississippi’s largest and most respected law firms, showcasing her expertise in the legal field.

Overall, Penny Payne’s extensive involvement in political, religious, charitable, and professional organizations reflects her passion for contributing to her community in a variety of meaningful ways. Her dedication, leadership, and diverse skill set make her a valued and respected individual within the Mississippi Gulf Coast region.

Penny is married to Gregory Payne, and they reside in Biloxi with her mom, Elizabeth Baker.
